Just so’s you know, 23F is about -5C, and that’s a pretty nice day here in sunny Alberta. (Put a minus sign in front of that 23, and that’s a waaaayyyy different story.)
But even at 23F, just add a fire hose (or even just a garden hose) into the mix, and things get down right uncomfortable. Might need some sand on the streets, but that’s a minor problem.
Was thinking the same thing, not cold till it hits -40c plus the wind chill. At work in FM the rules say -45c with wind chill before non essential outdoor work has to be justified.
